Car Park Loophole.
Discussion
In general the requirement to pay to park is to park anywhere in the car park, so not being in a bay doesn't mean you don't need to pay the ticket.
They may or may not additionally be fined for parking not within a marked bay, depending on the layout of the carpark, the Ts & Cs, whether they're causing anyone a problem and how frequently patrolled the car park is.
Incidentally this reminds me of car parks in Richmond Park. They are (or at least were) loose surface with no marked bays. Given the extent of demand on sunny weekends, parking became increasingly creative as the day wore on!
