If it has never been released before then the DVLA

If it has been released then you cannot get it from
The DVLA so a dealer, eBay, social media etc would be your port of call

If a plate has never been issued, you can request that DVLA release it to auction. I did this about ten years ago and was able to pick up my reg at a subsequent auction quite cheap.

I did try again for another one but didn't get anywhere, so YMMV:

There is considerable demand for personalised registrations which means that I can’t provide an exact timescale, however we will try to get the registration included within 3-6 months.

Please be assured that you will receive notification in advance of the auction.

That was four years ago
