NHS fleet, insurance question

I am considering using NHS fleet to get a new vehicle through my employer.
However, I’ve had mixed information about the insurance. The insurance comes as part of the ‘deal’, but I also want to insurance someone separately as the NHS fleet insurance excess is a lot more, and if you have a certain number of points you either cannot be insured, or have to attend further courses etc. This isn’t the case if I source the insurance myself of course.
The contract doesn’t state that I cannot insure the vehicle elsewhere (but just that 5 people are included in my monthly cost).
The external insurance company says it not an issue even though it’s a business lease.

Does anyone know if this would be legal and we’d be covered if something happened.

anyone can insure themselves on any car with any company.
I can insure myself on your car with a random company and I don't even need to ask you!
I have had insurance in the past that gave me full comprehensive cover on any car (still need owner's permission to drive it!), so arguably at the time I was insured on every car in the country
the only issue you have is where someone is insured under more than one insurance policy (i.e. I have any car insurance and you have any driver insurance - both policies would cover me on your car) - then you need to establish which insurance policy takes priority - and it will often specify...
if the company you are going to use to insure them is happy then crack on - nothing to do with the NHS lease company unless they have contractual terms restricting who can drive the car - which would be unusual...
