Last june kmy daughter bought a used Peugeot 207 from a dealer. With 3 months warranty
A month after it had expired the radiator burst on starting the car..it was found that the thermostat was rusted shut and the thermostat housing had been bodged with silicone!
Is the dealer responsible for the repair?

SOGA, faults within 6 months, are considered to be apparent at point of sale. So yes, your dealer needs to fix it.
Getting them to do so might be difficult, so you need to know your law and stand your ground.
I'd suggest a visit and not a phone call.

For the cost of a radiator and some coolant it's not worth the hassle.

The overheating also caused the head gasket to fail and the total cost of the repair was £482

ok ,so it sounds like you've already repaired the vehicle, in which case you've got almost no chance of getting the dealer to pay for it, as I think they have the right to repair it at their own cost. You might get a contribution, but I think your goose is now cooked.
