Who has the lowest average speed?

Over the last 20K miles, the trip computer reckons 36.8mph is my average speed. 80 mile daily commute on a mixture of Suffolk dual carriageways, villages and towns. Plus the odd 200+ mile road trip here and there. I don't frequent any 20mph zones.
There must be some city dwellers with 10mph long term average speed, or lower?
Which got me thinking......
Maybe the 30 mph or lower stats could be pumped over to the well known road safety charity as evidence to the contrary of their 1 dimensional view of motorists?
Could also be an insurance bargaining chip? Yes Mr LV=, I may have a 1600hp Koenigsegg (I wish) which you have charged me handsomely for to insure, but you can see from the computer that my average speed is 5mph. Chunky discount please.
If local councils can measure our average speed across a bunch of speed cameras to penalise us, why can't it also work in our favour?
Anyway, I'm 50 and I very much like slammed Lotus Emiras.

May I be the first to tell you that you don't like slammed Emiras - because you're old and because people with air-ride kits & baseball caps adhere to a very, very specific definition of the term "slammed" (and how could such people be wrong?) Anyway, I would have been in the running whilst I lived in the human ant hill that Surrey has become - 15.4mph at one point, but I'm now well out of it; living in the sticks and averaging over 35mph!
Insurers probably know all this and already have it priced in; I wouldn't be surprised if there's a "never allowed out man at free bar" premium that gets added to fast car owners who live in built up areas; they get all heady and over-exited when they see an empty road and forget they're less Jim Clark and more Jim Crown.
