Car Insurance that covers Turkey

Long shot, but has anyone here taken out an insurance policy that provides a green card covering Turkey?
The only two companies I've found are LV and Saga, neither will insure me. And there are no Turkish insurance companies that will provide comprehensive cover to foreign vehicles.
Only other option is to take out traffic insurance at the border which is TPO, but would much prefer comprehensive. I'm really not sure why it's such a nightmare to get cover in Turkey from UK insurers. Most French and German insurers automatically issue a green card and include Turkey.
