My father has recently passed away and I need to register his car in my mother's name, cancel the road tax and re-start the road tax for my mother.

Is this just a case of sending off the V5, completing my mother as the new keeper and enclosing a covering letter stating my mum's details for the road tax refund and to re-tax the car using the green slip online?

Depends what you are going to do is your mum keeping it or will it be sold soon? If selling it don’t change the ownership no need.

My grandfather passed last March at 95 years old. My mum now uses the little Hyundai Getz he was so fond of, we call it the cockroach because it's unpleasant but wont die lol. it's been in our family since new in 2006 but it never breaks down or goes wrong. We just did a new keeper change but he was doing tax by DD so we had no issues with tax refund etc.

I wouldn't bother enclosing the will. Don't forget the V5 is not the vehicles owner necessarily, it's who is registered as the keeper that's all. The car ownership would have gone to your mother with your will
