Private plates - who 'owns' whilst on sale?

A bit of idle curiosity really but sites like primoregistrations.co.uk seem to have hundreds of thousands of plates you can click 'buy now' on.
Do they & similar companies actually own them? as in they've bought them from the DVLA, hold them as 'stock', and are reselling?
Or are they just acting as middle men & you can buy these plates direct from DVLA/elsewhere?
Or do they hold some sort of right over them to be able to sell, without actually outlaying any cash upfront?

All three options, potentially.
Eg. I was outbid on a plate at a DVLA auction recently. A month or so later, it appears for sale on a website (for 3x the hammer price, I should add..)
Similarly, plates I've seen advertised on the DVLA 'buy now' section are also advertised on third party sites, usually for a lower / pre-VAT / pre-fees prices to draw you in. I can only assume they then buy them from DVLA, pass it onto the buyer, and earn a few quid commission?
In some cases I think they advertise plates they don't even have access / rights to....
