Dog In The Middle Of The Road

I was just picking my son up and came to a T junction and there was a Labrador standing in the road in front of me with no lead attached. I stopped my car, got out and approached the dog. I then had a chap shout from a Land Rover Defender, that was being parked down the road, that it was fine as it was his dog.
I told him it wasn’t effing fine as the dog was in the middle of the road on its own, which was a danger to both the dog and other road users.
His only response was that I shouldn’t swear at him.
I appreciate that I shouldn’t have sworn at him, but can’t understand the thought process in letting a dog stand on its own in the middle of a road, whether residential or not.
I decided to get back in my car and leave after he started to manoeuvre his bulk towards my car. As i left he was filming me for some bizarre reason and the dog was still not on a lead.

Our neighbour has a young Cockerpoo that her partner regularly takes out for a walk. Unfortunately he seems to want to display his alpha nature by never putting the dog on a lead, despite walking through a car park at the rear of our houses and across a few busy roads. The dog doesn't even walk to heel and has no recall, so just races here, there and everywhere. I have had quite a few near misses with it, even having to stop and shout at the chap to control his dog so I could actually park my car. I know a few of our neighbours have had the same too, but all you get is a blank stare when you say anything. I am seeing a lot more dogs lately being walked off lead in built up areas, which I assume is some sort of weird either alpha behaviour, or they mistakenly believe they live in the country.

If nobody reacts such dim whitted people will assume what they are doing is acceptable.

t concerned would have spun things if the dog had been injured. Its a safe bet it wouldn’t have been their fault.

See Highway Code rule 56 -
"Dogs. Do not let a dog out on the road on its own. Keep it on a short lead when walking on the pavement, road or path shared with cyclists or horse riders."
You will be financially liable if your dog causes an accident.
My dog has zero road sense, I'd not dream of leaving him off the lead on a pavement. Even an obedient dog is fine until they see something interesting.

Who actually enforces it though ? Unless the dog causes an accident and the Police are involved, I assume it would be down to the local dog warden, who no one has ever seen. It annoys me seeing it, as I know I would be absolutely mortified if I hit a dog that had ran out in front of me. A couple of times I have had to brake very hard to avoid dogs wandering out in front of me, although one was actually on an extending lead. Perhaps, the dog walked off & stood in the road.

I got out of my car and approached the dog that was unattended with no lead on and spoke calmly to it to try to get it out of the road, at which point the owner who was parking a car further down the road shouted to me it was ok. It really isn’t ok legally or morally.Perhaps, the dog walked off & stood in the road.

It is not illegal to have a dog off the lead on a road / pavement - you do though have a legal responsibility to have the dog under control...
For most dog owners that probably means on a lead, though some demonstrate a total lack of control even with their dog on a lead!
I used to have a springer who had superb road sense - we walked along a local 60mph country road in the cotswolds and he was off the lead enjoying different scents - but any vehicle which came along, the dog brought himself back to walk to heel off the lead - totally self-taught, but he made me look like a very good dog-owner! Zero control issues in 10+ years with him off the lead - superbly obedient - but a lot of that was down to intense training when I got him...
the dog owner in the OP's post is totally unreasonable and had the OP or another driver hit him - the dog owner would have been liable, including any damage to the car etc.
