Thanks, I was trying to find out more specifically under what criteria it would be issued a q plate and would it need an iva , or would they just issue a plate based on a report.
I did try and call the dvla, was on hold for more than an hour on 2 occasions and still did not get a human to talk to.
The car in question has a vin number.
does not have the original engine or gearbox
has brakes suspension and subframes from another car (uprated but a bolt in change)
has a modified engine.
i would prefer to have it q plated .

Do you have 8 points or more as per link. Answser is yes or no. There are not any inbetween answers.

Correct me if I'm wrong, but I don't think a 'Q' registration entitles one to an emissions-test waiver come MOT time. Assuming the Q-plated car requires an MOT, the emissions test will be per the usual rules: non-catalyst test for anything pre-1992 1/2 and catalyst test for anything 1992 1/2 or later (excluding some imports, which had a bye up to '94 for some reason). The pre-cat rules apply to anything J reg or older (or '92 or earlier registered Q), regardless of the age of the engine fitted. Pre-cat rules also apply to newer cars with older engines: a hot-rod manufactured last year and fitted with a 1970s made engine will be emissions tested per the date of manufacture of the engine. Confusing, but the exemption applies to whichever bit is the eldest. I cant see me parting with the car so value is irrelevant . it would have more value to break or use the parts for other projects if I had no further use for it ,

I used to know someone with a mid-nineties built, Q-plated kit-car that was fitted with an eighties-made Ford Sierra engine. The car's chassis age put it in catalytic convertor territory; however, the age of the engine meant it only had to conform to pre-cat emissions standards (i.e. it's fine if it isn't smoking like Humphrey Bogart on a particularly vexing day). It went through various MOT tests no questions asked.
Don't know how helpful all that is!

So that means a visual emissions test only, and they can run old black/silver plates.

In general this applies where a vehicle registered in another country is being imported or an existing historic vehicle is being put back on the on the road.It does not apply where an existing registered vehicle is being “radically altered” for which you would need to refer to the link I posted above.
It’s not at all confusing 
You can sometimes build a kit with engine, gearbox and back axle then keep the reg of the donor if it was all the same vehicle!
A Q reg kit car nowadays has to pass emissions as per the rules above based on having proof of the age of the engine. Then whatever emissions it passes at IVA are what it has to pass at MOT time AFAIK.
