Planning rules re: position of a new junction - URGENT!

I realise this is a long shot, but I've run out of all other options.
I'm trying to find out the official guidance for the minimum distance between a new junction on a main road and the nearest driveway to a house. I've had no luck at all with sources that I had reasonably expected to be helpful in this regard (local Council, Local and National Highways), and I've reached a dead end.
The closest I've got to a useful answer is that 10 metres is the minimum distance between an EXISTING junction and a NEW driveway, but it's too much to hope that the same distance applies for a new junction and an existing driveway. This information search basically concerns a fight against a planning application that seeks to put a new junction + access road in a very dangerous location, so any useful information could help save somebody being seriously injured at least.
