no, ignoring any obstruction, the yellow lines apply wall to wall, not just the road surface but the footpath too

Parking on pavements isn't explicitly illegal (except where local bylaws ban it). That car, however, is parked on a double yellow line.

Thanks - I had not appreciated the yellow lines made the difference to whether it was allowed or not.

No but driving on one except for access is. That car didn’t teleport onto the footpath.
