1. Depends how stupid you want to look

They don't necessarily scratch but if dirt gets under them they can scratch, also they can protect the paint so well that the bit that was covered is less faded, oh yeah and they look stupid.

I agree with Engineer, also, why buy something that looks stupid, to protect the looks of your car? So to stop it looking slightly worse due to a stone chip, you may it look ridiculous. Then a few months later and you find where you might or might not have acquired a stone chip, you HAVE acquired tons of scratches from the stupid bra which made it look really stupid.

Might as well just buy a stupid looking car and scratch it! (Rover 45 with bulls A frame bumper maybe?)

As I understand it they're for parts of the US where some of the bugs in the air are big enough to leave a dent. Possibly not needed all year round.

Yeah stone chips and the like, pointless though IMO as its like not driving because your tires get worn. People tastes are different though so each to there own.
