lorries parked on the m25

I often see lorries parked up on the clock wise section of the m25 past the a3. They normally park on the hard shoulder just past the bridges.

I see lots of them in traffic , and I assume they have run out of tacho time, but I also see them in free flowing traffic, which is odd as letterhead has lots of lorry bays to park up in.

Is my assumption correct ? Also I guess what they are doing is legal as those sections swarm with vosa and traffic police.

No, it's illegal.

They'll be from mainland Europe and as such, get away with
most things.
