Another good reason to improve the driving test?!

This is what my 22 year old work colleague managed to do at the weekend - he said he was driving at 40-50 mph but "wasn't concentrating". It took him 4 attempts to pass his test 18 months ago!
He seems to think it's funny as he escaped unhurt even though I pointed out to him it could have been much worse, he could have killed someone or, an even greater crime in Yorkshire, he could have killed a sheep! baa.
They charged him £200 to recover the car out of that ditch.
And he wonders why his insurance was £2500 last year and £1500 this year.....

My guess? Drifted (no, not that kind of drifting!) of the road to his left (RHS of the picture) further back and put two wheels on the grass, panicked, turned the wheel too much to try and get back on the road and when the wheel finally did make its way on to tarmac and grip again, he shot across the road, off the other side and down into the ditch.Idiot.
Straying off topic a little maybe, but what do people make of this?
It's fair to say that some people are always going to be better at driving than others, and for every excellent driver, there will be an appalling one.
It's the same with everything else in life, so why not with driving a car.
If you take a poor to appalling driver and teach them for long enough and give them as many attempts as the need at passing the test, the law of averages tells us that one day they will somehow pass.
It is not our divine right to drive, so do people think that it would be a good idea to have a cut off point for people learning to drive.
I they fail a certain amount of times, that's it, game over, you've lost your right to learn.
You had the opportunity and have not proven yourself to be competent behind the wheel.
If a pilot showed himself to be a poor pilot, you wouldn't continue to test him endlessly until he passed, you would dump him.
Surely the same attitude should apply. A car is a lethal weapon when in the wrong hands afterall.

ETA, I do not think I'm the greatest driver in the world, I just had a good instructor and I was lucky when it came to the test. Also I am not 6'4 18 stone (no fat) and I don't have a goatee.
