TBH though, I find it hard to see how the policeman could enforce any fine or ticket. You are not required to carry identification when cycling, nor are cycles registered etc so how could you enforce a fine on one? You can't.

Very informative- I think it's quite important that the police actually know the law they are attempting to enforce.
Hopefully PC Stout has reflected on his clear inadequacies and learned something from this experience.
