Zero emission 17 year old Celica

For the second year running my 17 year old, 180'000 mile Celica with original Catalytic converter has failed to register anything on the MOT testers meter...
I did ask if his equipment was actually working, and he assures me it is working just fine.
So why the hell is my tax £215
