Why don t all countries adopt reflective numberplates? Is there any downside?

I asked chatgpt and basically some countries don’t give enough of a st about plate legibility.

It’s actually a very important safety feature more than anything else. Reflective number plates shine like the surface of the sun when headlights hit them and obviously give an indication of the direction of travel (white/yellow).

Not in countries where plates are the same colour both ends e.g. the Netherlands.

Which in essence is the reason behind my question. They are safety devices in their own right (including allowing easy id, and not just for speeding etc., but also in cases such as hit and run etc), so why aren’t they universally adopted (for modern cars)?
