Exporting used parts to US (UK Customs Problem)

I'm trying to send used car parts to the US using UPS. The buyer has paid the import duty but UK Customs won't clear the package and have marked it "Return To Sender, Rusty Car Parts" and UPS have returned it to me. The parts aren't rusty, they are powder coated. Has anyone else had this problem, and how do you get around it?

What parts are you exporting and have you declared them correctly?
DHL have a separate policy on this, it's worth checking to see if UPS have anything similar.
