Is there such a thing as a cheap to buy (less than £5,000 used of course), low tax (up to band D, but peferable band C or below) and fun to drive car?
If there is I would love to know.

Is it good or bad that I have no clue what this means?

I like the aygo. Some people don't, but it's light, has a wheel at each corner and loves revs... reminds me of older small fiats (the verve, not the rust)

I would require it to be Watertight. And not built in France perhaps?

Tax band C is £30 a year then it jumps up to £95 for band D.

Have to admit I've never driven one of these but I've consistently heard good things.

Panda 100hp is tempting, but is there anything else?

100HP all day long. Be warned though; they encourage full throttle. All the time.
