What's the attitude to 'rehabilitation'? ie if the returnee exhibits no sign of previous offending behaviour? Or is returning whilst banned a ban offence in itself?

So if one were to spot a returning bannee
, and hypothetically they decided to report said bannee
, it would be better for you if in the little message box (which I've heard exists
) some explanation was given as to how it had been concluded that the person was, in fact, a returning bannee. 
Such as them having a fascination with CVH engines.
Or being endlessly argumentative and appearing to know about IFA type stuff.

As we treat banning as a last resort, we don't usually get into any rehab, as they must have pushed the boundaries too far the last time around. Tbh , I can't envisage any scenario where I'd use the report button.
