Sorry but, I don't understand something

Hello, I just joined today and as I was reading your rules, I hit one I don't understand.
Can some kind person please explain what rule 7 means? I'm baffled.

(of course I would like to know what it means as I might accidentally break the rule if I don't know what it is)

At a guess, either stalking people + trying to find out where they live etc or perhaps if someone posts up "I have been screwed over" then people try and dig the dirt on the scallywag etc.
