Is there any way this could be turned off for members > 24 months or >2000 posts or something?
it's just with opera refreshing the page doesn't work, you have to go back and click it again.

How often do you get tripped up by this though, in seriousness?

i'll read multiple threads at once by opening them up as a background page, then if i want to quote multiple people i'll quote each one in another background page. then when i submit my 1/2 posts i have to wait to send it.

It's quite a short time limit, if you submit each quote as soon as you finish writing it then you shouldn't have a problem.

If you really want them to all appear side by side then just copy and paste them all into a single post.

I'm not multiple posting in a thread, but it seems like it's a 30 second limit so if I'm Reading severalthreads at once I'll trigger it

It's only 10 seconds for replies to existing threads, slightly longer if you are starting threads.

I presume it's also triggered when you press report as i see it then too

Reporting counts as starting a new topic, so yes.
