They say BOTB as the Article titles - not just a link back, bit cheeky if you ask me.

How do you know that they aren't paying to syndicate the content?

They aren't paying for the content sadly.

It's not that unusual for other sites to use content as the basis for their own story (with a credit to the site they got the article from) but it is unusual to lift copy word for word. A bit cheeky if you ask me.
