Using anchors in threads that follow on from news items

A usability suggestion:

Once I've read a news article (e.g. http://www.pistonheads.com/roadtests/doc.asp?c=110... I may have scrolled down a long way before the 'N comments on this story' link comes into view. When I click that link I end up on a new page, back at the very top of the story. Why not make use of the existing anchor in the discussion page ('topicTable') to take me straight to the comments, past the content I have already read once?

It's not currently applied to all articles, e.g. this weeks Shed article has it, but the Tuatara one doesn't.

Unrelated - why do articles appear out of order these days? I used to be able to glance at the front page, see a familiar article at the top and know that I hadn't missed anything. Now certain articles seem to 'stick' at the top and newer content slots in somewhere lower down.
