Anti flooding system?

I know I post a load of rubbish so this may just be damage limitation by PH, but a recent post resulted in a warning that I wasn't allowed to post because of the anti-flooding system. I retried immediately and it was accepted (which struck me as a little strange) but I also found that two copies of my message were posted (which struck me as wrong).

I'll check. It's configured at a very tolerant level currently but it's there in case of the occasional nonsense we suffer.
