Yes and no ! It is within the perimeter of the circuit but there are access roads under the circuit at Tetre Rouge and near the Porsche Curves so you can get in and out. The traffic during the race however is a total nightmare...
It's no harder/easier to get in/out of Houx than any other site really - Turn right and you can go down and then either left to the N138 or right to the junction at Arnage. Turn left and you go around Houx Annex and can join the N138 either side of the section that closes.
Don't even think about trying it on race day though - not if you want to get back in before the race starts due to the millions of French people.
