RobinHood Kit car- petrol coming out of carb

I brought the car last year and took the engine apart.

It is all back together and I thought I had everything back as it was.

But today i tried to start it and had fuel flowing out of a tube from the carb. see images attached where my finger is.

I took picture when I first brought it so i could make sure everything went back. The guy i brought it from had just put the new carbs on. Not sure what they are?

I thing there should be a pipe going to somewhere??? Any ideas/Help

My guess would be the 1 or more float is dead inside the carbs, that looks to be the overflow.

5 and 10% ethanol fuel we have now eats the plastic in the floats causing them to fail.

Take the floats out, put them in a bowl of petrol, if they sink, they've failed. If they float they're ok.
