It's neither. Jean Todt is attempting to steal a march on Bernie by producing a spec engine that's as good as the other engines, meaning that more small teams can buy it.

Well, a precedent was set a little while ago, so they should fine Pure $100 million dollars and ban Simon from the sport.

Unless of course, those punishments were the actions of one vindictive man and not official FIA policy...
