Definitely.
Yes he needs the car, and he also needs the will. I question both at the moment, but I also grew up on watching Schumacher race and whatever else you may say about him, he remains by numbers quite simply the greatest F1 driver to have ever turned a wheel.
Just by numbers, I don't mean to get into discussing the various merits of Senna, Prost, Fangio or Clark, all were greats. Schumacher however mastered a winning world championships in a way that no other driver ever has. He is fit and he's still fast, the team has resources and they are getting better, so the potential is there.

With the right car yes, I think most of the regular top 10 would be in with a chance of a championship.
These are people with hundredths of a second per lap separating them on ability so the car makes the extra difference.
Look at Button a couple of years back, a driver with a chance of a podium normally but with that car under him almost unbeatable in the first half of the season.
Vettel too, undoubtedly an amazing talent but if he'd been in a Williams for the last two seasons, would he be a double world champion? I doubt it.
Would be interesting to see the top 10 allowed to make use of say, the Red Bull, get used to it and see what times they could put in respectively but sadly never gonna happen.
Fair dues to Schumi though, at 40 in an aggressive sport, most people are past it in terms of reactions and physical ability compared to the youngsters but he is still mixing it after 20 years or so in the game.

Says it all.He'd have to have a team mate other than the one he's got at the moment though.
Much as we don't like to say it, F1 is all about the car, then the team and finally the driver.
Every now and again you get teams where the drivers get equal treatment, as much as that is possible. Then it is about the drivers. Senna/Prost. Otherwise the car is the most important factor.

This. Schumacher now, in a fast car would be great to watch fight it out with the likes of Lewis, Seb and Fred. Just let the 2012 Mercedes be good. As for a team mate, somehow I think Rosberg wouldn't come out on top and Schu would do whatever he does to mentally grind him down.
