Can't see it happening myself.
Noise concerns, cost, and the fact that Silverstone has a contract for several more years seems this is very unlikely to get beyond a proposal only.

The 3.15 mile track doesn't inlcude the Olympic site that you mentioned.
I think some people are getting confused between the proposed central London F1 GP proposal from Santander that no-one took entirely seriously and the entirely seperate proposal for a "street" track around the Olympic park and stadium (although I don't remember the stadium being part of the original proposal)The 3.15 mile track doesn't inlcude the Olympic site that you mentioned.
