Pitpass seems to be the mouthpiece of Ecclestone. The one thing we can be sure of is that we should not take this at face value.
The FIA wants more money from F1. It took a massive cut under the previous president so Todt, I would suggest, is only after a bit more income. The FIA has already hiked licences so one would have thought that's the limit for the time being. Whilst buildings may or may not have been mentioned, I would have thought that the Place de la Concorde is pretty expensive and that a move to somewhere less expensive to maintain is what probably is the targt.
Ecclestone wants to sell F1 and it might be that, in his opinion, the changes reduce the asking price as it might put off potential buyers.
Ecclestone has seen the rise of the F1 circuit bosses, something that is new and, probably, likely to be more of a long term force than the teams organisation. They were easy enough to buy off. Just promise one or two teams a bit over the rest and you are home and dry.
So now we see Ecclestone purportedly taking the side of the circuit organisation but it is not something that I would see as a given. Ecclestone has in the past said many things which have little to do with what he was really thinking.
I used to like Pitpass but it seems to have sold its soul to Ecclestone.
