FIA Flag and Light signals

With the controversy of Vettel's overtake under yellows.
I've raced for years - and know that a yellow flag means there's an incident ahead and no overtaking until I see a green flag.
Lights may be used to supplement or replace waved red, yellow, green, blue and white flags. But there's no light for a slippery surface (Yellow and red flag)
The lights were yellow static when Vettel overtook but I cannot find anything that covers a static yellow light ?

Dont confuse MSA regs with FIA regs.
Still there's no mention of a Red/Yellow light in the FIA regs either.
Be good to get an definitive answer to actually what was going on at the time.

Single yellow flags are indicated my slow flashing yelow lights, and for double waved yellow a fash flashing light is shown. The footage appears to show a solid yellow light, which is most likely a yellow and red light signal that is blurred due to the poor camera visability and spray.

So we should be clear, if it was a yellow flag it HAD to be flashing. It was NOT flashing, it appeared to be yellow due to the onboard camera resolution/exposure but it was infact a SOLID yellow/red slipper surface flag. No cover up, no conspiracy, no bad stewarding just complete misunderstanding of the rules by a lot of people.

I don't have a link to the regs for the race meet to clarify if a Yellow/Red light was being used at this event.
The light panels can do the following signals:
Slow flashing yellow (single waved yellow)
Fast flashing Yellow (double waved yellow)
Stationary red/yellow striped
Flashing blue
Flashing green
Flashing white
Flashing red (R/C only)
White SC logo with black background and flashing yellow border (R/C only)
There is no stationary yellow as it doesn't exist in international rules.
ETA: The FIA will also know which light is showing what and when, they will have been able to see what Vettel did at that precise moment in time.

As mentioned, there's no such thing a static yellow light.
And the lights appear to be yellow statics but perhaps it was a yellow/red and you can't see that on the TV screen

So it must be a red/yellow slippery surface light - it's just that we can't see the red part of the light.
Case solved.
