So, last year (?) Red Bull get a slap on the wrists for playing with engine maps and reducing the torque output to save the rear tyres - http://www1.skysports.com/formula-1/news/22058/792...

I assume that the ECU has three maps, Dry, Inter, Wet to correspond with the tyres in use - Would it be possible the Inter / Wet map has retarded ignition to lessen any potential wheel spin? And could RBR have programmed the full wet map with the dry tyres radius and setting, just with the reduced torque of the engine map? Thereby, once Vettel had enough of a lead it would reduce the load on the rear tyres and gearbox?

Just a thought, but I can't think of any other reason they'd be running a wet / inter engine map?

I the days of old, it was a trick to have a form of tc on the car.

And wasn't that what RB were effectively doing last year? By altering the map to each circuit, and where useful reducing the torque output...

I didn't hear of any FIA sanctioned bans or them failing scrutineering, so probably. yes.

Or if you look back through the years cars would often have the flashing light stuck on after being on wet/inter tyres when they swapped to drys. Most drivers did exploratory laps on inters and drys before they lined up on the grid. I'd go with the light stuck on sequence during the exploratory lap on inters.
