I'm sure it doesn't, but I should think it's safe to assume Williams knoew about this before they made the announcement of their commitment to the sport.

Williams only exist to race in F1. If they were teetering on the edge of collapse, there would be no point in announcing it and they would continue to pretend all was rosy in the hope sponsorship would arrive.

The Manufacturers have a duty to their shareholders to act and divulge their thinking in a way a team like Williams or Red Bull do not.
