Option to buy a cheap engine from the FiA approved supplier or not race - yes.
Cosworth back in F1 - yes.
Everyone forced to have identical spec engines - no.
F1 doesn't have much of an influence on my car buying decisions but I associate the brand/manufacurers qualities with the engine more than any other element of the car. How the team principle & drivers come across is the biggest influence F1 has on whether I like a manufacturer or not though.
For example I don't want a Renault because I don't like Flav, but I like Mario Theissen so I'd have a BMW over a Renault. The standard engine would only make a difference if my preferred manufacturer(s) stopped competing because of it.

IMO at this time we need a 5 year freeze on the exact spec of these (subject to review should it prove that a change should be implemented for reliability).
I do actually think that if Merc or BMW or Ferrari want to build their own engine they should be allowed to do so but to the exact same specifications as the ‘customer cossie’ and the XR transmission.
We often talk about the late ‘70’s and early ‘80’s as a golden age and the significance of the DFV in that equation is often overlooked.
When we are on a more solid financial footing then this could be relaxed, but until then measures must be taken.
Likewise brakes should be standardised.
I read the suggestions of Gary Anderson in Autosport yesterday, which was pretty much a rehash of what was said 12 months ago and believe that he is nearly there in terms of what should be done, although I would extend GP weekends to 4 days to include test days on the Thursday and Friday. There should also be 3, 4 day tests. 1 in late February, one in July and one in November. Attendance should be mandatory and no testing allowed outside of this. It is only due to Ferrari owning their own track that this hasn’t happened at least 5 years ago.

If Cosworth can make an engine competitive and that cheaply then what stops them from homologating an engine now, commissioned by any team, for a similar price without the FIA's intervention?
