Is there any sort of these events here in the UK?, where someone makes a short track in an empty carpark and people drive round it as fast as they can...

It's known as autotesting in the UK.

It's called Autosolo in the UK, Autotesting involves reversing and handbraking around cones and things. Whereas autosolo is a similar thing to the video linked above.
