I guess this is a pretty weird first post but Ive been lurking for far too long and everyone has to start somewhere!
Basically, Kers, at the moment, is helping to improve overtaking in the cars that have it installed. However, if all the cars get it then the advantage disappears along with the overtaking. My idea to help would be to keep the same power gain and time limit, but reduce the amount of laps it can be used to, say, half the racing laps. This would mean that you could have some drivers getting caught in a battle and using all their Kers in the first half of the race, and then being overtaken later on by another driver who has saved theirs.
What does PH think? Am i about to recieve a hefty pay cheque in the post for my great idea? I do hope so!

That's similar to what they do in A1GP and the IRL. With their boost button they give the IRL drivers a limited time (in seconds) they can use it. With the A1GP cars the use can be as long as they want it until they touch the brake pedal then it's turned off. After it's used up they can't use it.

I, for one, am going to miss KERS next year. It makes the starts a lot more entertaining. I also think it helps to create over-taking manouevres, but it also takes them away, as we've seen with Raikkonen and Force India. Perhaps if your idea had been in place, Fisichella would have added another victory to his name, and Sutil could have extracted revenge on Ferrari where it hurts.
The KERS teams would inevitably argue that the weight handicap they carry would be unfair over racing distance. How about increasing the power from KERS by about 20 or 30hp, to make the moves they do try more effective?

In my opinion what F1 really needs is not just simple overtaking but tussels / battles between two or maybe even more cars in the process. Yes KERS seems to increase overtaking slightly, but normally it's just done by blasting past the non-KERS drivers on the straights, rather than actually making use of the drivers' racecraft skills and making moves into / out of / through the corners.
Just my tuppence worth, not a bad idea though.
