Circuits hosting F1 races

Can anyone help me understand I'm a little confused..........

Who gives who money and why when a F1 circuit gets a place on the F1 calendar? i.e between Bernie and the circuit owners etc

Simples:
'between Bernie and the circuit owners' = the more money the circuit owner is prepared to shovel Bernie's way, the more likely they are to get a place on the F1 calendar!

'who gives the money' - if your friendly neighbourhood government that wants to dip in their pocket the previous condition is not a problem - if you want to actually break even in the real world, i.e. make a profit between what you can charge for tickets, have to pay Bernie and the scraps of on circuit revenue you can get your hands on (so not the advertising, corporate hospitality, TV money etc)... then the circuit raises the money from their own income, or subsidises their 'blue ribbon event' from the rest of their calendar.....
