Seems like an end to the practice of testing new bits during filming days.

Yes, must be a good thing. You either agree with a testing ban, or you don't.

All the teams agreed to a complete ban on testing during the season. Unfortunately, some took this complete ban as being rather more advisory than others, at a time when FOTA's presence in F1 is already being questioned by Bernie. They really need to stick together and 'cheating' like this won't help the previous 'one for all and all for one' spirit. This clarification is something that should not have been necessary, but I guess it shows why F1 has for a long time been known as 'The Pirahna Club'.

Is here just a chance that teams with their own, private "fliming" tracks may be disadvantaged by this?
