Yes - but sparks were only a feature in F1 for a relatively short time. There two main reasons why sparks were generated - both relating to low ride hights.
In the turbo era, most cars ran very low and were fitted with titanium skid plates in an effort to limit bottoming of the carbon chassis. It was the skid plates that created the sparks.
The sparks from Mansell's Williams are coming from the end plates on the front wing.
The fitting of the plank in 1994 effectively ended the era of sparks.

I miss old Hockenheim, I don't miss the sparks though.
But I do miss the contrails off the rear wings, very rarely get them these days due to the way the aerodynamics have been worked to give the car as much downforce as possible and as much dirty air off the back to make the car behind suffer.
