cat in exhaust

I am having trouble finding out if i need / have to fit a cat in the exhaust if you are installing a new engine into a 1991 chassis.certainly it would need one in a car older than 2000 with a new engine.i can't see any think about it in the blue book.Any idea's as to where to look ?

From the Blue Book,
5.16.7. Exhaust catalytic converters must be fitted to all petrol engined production based soloon [sic], touring and sports cars, including specialist production and kit cars, manufactured after 31/12/99. They may be specified for certain other formulae. Competitors are reminded of their obligation to maintain such equipment on a vehicle used on the highway where government legislation requires it.

May take is so long as the car was "manufactured" before 31/12/1999 it doesn't need a cat regardless of the engine fitted unless anyone can find anything to the contrary in the Blue Book? Also you'd have to really piss a scrute off for them to pick that up in a DTEC paddock if you do have a post 2000 car!

many thanks Ian,Damn blue book is not the easiest to sort through.I was unsure as to fitting a 2010 engine in an old chassis.
