No, its not coming back.
Saying that, refueling was never banned, but refueling in the pit lane was. If teams wanted to push the car back into the garage, they theoretically could have refueled mid race. If my interpretation of the rules is correct. But the benefit of carrying less fuel is far outweighed by the 3 minute pit stop.
