Ipad lap times and view where cars are on track.

I have seen a friends Ipad and you could see the track and where the cars where on it at any time.

Can you get this on normal laptop (yes I have got F1.com)

It's the formula 1 timing app, though I'm pretty sure that BBC Website showed same screen for free last year as well.
