Looking to understand how 'merge in turn' is meant to work at this junction:

Exit the roundabout (right turn, second junction) and join the A413 (straight ahead in the photo). The left-hand lane is the A413. People coming down this don't join the roundabout as there's a slip road to make those drivers continue.

The A413 is a single carrigeway NSL (left lane), and just before the roundabout to join the A413 are NSL signs.

Row 143 of the Highway Code states "you should use all available lanes and "merge in turn" (or zip merge) only in slow-moving, congested traffic" but as mentioned above, both lanes are travelling at NSL and the traffic is only 'slow moving' during rush hour. There are no road markings to indicate there's a merge, only the sign on the left.

If it's not congested, drive into one of the gaps in the traffic coming from the other lane.
If it's congested, drive into one of the gaps in the traffic coming from the other lane.

I've driven trough there probably 1000's of times on my commute to work and have never had a problem. No one is going fast as they are either on the roundabout or turning left both of which would be considered stupid at NSL.

Never had a problem either, but sometimes when it's quiet there are drivers who are adamant it's 'their road'

Anyway, I was just curious how you're supposed to have merge in turn when the road isn't congested or slow moving enough for it

Traffic coming off the roundabout (i.e. from the direction of the Crematorium) is generally going relatively slowly with gaps big enough to slot into easily and without causing anyone to have to brake or change direction.

The biggest problem with this particular roundabout is people coming from the Gt. Missenden direction who have no clue what "Merge in Turn" actually means. So they stop at the end of that slip road and wait until there's no traffic at all coming from the roundabout. It is extremely annoying. These same people then tend to immediately occupy the right hand lane as they're going up Gore Hill - eventually.

If it's not congested, there will be gaps between the cars on the other road. Put your car into one of the gaps.
