Why are so many laybys closed on the A14 between the M1 and the A1

Thanks for the suggestion.
I did ask Google but unfortunately studying the Google answer carefully shows that it doesn't refer to the 40 mile section between the M1 and the A1.
It refers to a short section near Cambridge.
So no help.

Laybys are usually closed due to overnight works in that section but cant comment on the situation in that specific area.
