Cooling fans

I was waiting for my car to heat up in order to check the oil level and I remembered that on a previous post you ought to wait for the fans to kick in( I think). Should both fans come on at the same time or are they independant? I only had one come on, do both come on at a certain temp or should I get this looked at?

The fans come on independently the first at 92 Deg.C the second at 96 Deg.C.
