Tuscan: Euro Rules 4 & 5

Right, quick question here for those who might know.
Does the Tuscan comply with Euro Rules 4 or 5? I was directed to this service for obtaining a CoC but not sure if the Tuscan meets either of the rules. Trying to bring one over for a bit but Euro Rules 4 is required before it switches to Euro Rules 5 during the summer.

Euro Rules 2? Bugger. Is there a way to have it comply with 4 or 5?
I read on the TVR Blog that an Italian Tuscan was registered under Euro Rules 4.

I thought it was based on year of manufacture so more relaxed for older cars?
Or is it reset at the point of changing registration?
Certainly with the standard MBE system a car probably stands no chance. A more modern and intelligent system could possibly contain a map specifically for the test?
I would also hazard that the further south you go in the EU the less stringently or the more openly the measures are interpreted.

There's a Sagaris for sale over here at the moment but they are asking £120k, no chance. Doesn't look like it is road registered either so that will cost another £40-60k in taxes at least.
I was planning on sourcing a car and having the engine rebuilt by Power/Str8-Six, would this make any difference to emissions?

I wouldn't have thought so as there is no change in design.
A modern management system would run sequential not batch and be able to optimise emissions for a test but whether that would be enough I have no idea as I simply no nothing of the various ratings and what they are looking for.
You could try talking to Ryan at Syvecs to get his view?
