Not sure I see the direct connection between the fan and the top-end, so don't assume the worst yet!

Don't know how long you have had the car; has she always done this? If so, maybe a previous owner shorted out the sensor (with a fuse)?

Myself, I'd just take her to a dealer...

Jason have you got aircon on your Tuscan.
If so then 1 fan running all the time is a symptom of a knackered trinery switch.
This requers the aircon draining.

There is a thread running next to yours by Paulv with a similar problem.
