Heater not heating - But not the stepper motor

My heaters not been working all winter and I've read a few threads about heater problems but I'm still a little confused as to why.
I should add that last summer my air con was re-gassed (after replacing a damaged air con compressor) and worked for a short while then failed to cool.
I can hear the stepper motor when I adjust the heat control but I get no heat through any of the vents.
I know it could be that the stepper motor has detached from the flap but I was wondering if it may be another part of the system as the air con isn't working either?
Any idea people?

Shortlad, the air con wont work because the heater flap is jammed somewhere between hot and cold and has not defaulted to the cold position, have had two of these motors fail, always at the worst time in the middle of winter, they can be be manually adjusted to the hot position if you are desperate for hot air, motor is situated underneath a fibreglass cowling passenger side bulkhead, motor itself is about £40 and takes approx 2 hours to fit, about 8 wires to cut and crimp. I would remove the fibreglass cover and adjust the heater conrols inside the car between hot and cold and watch for the heater flap trying to move, if it gets stuck, adjust the flap to the hot position and order a new motor,if it does not attempt to move it could be the heater ecu or wiring, 95 per cent chance its the heater flap stepper motor. Indie charged me £90 the first time it failed.

I can hear what I think is the stepper motor when I adjust the heater control. I have the ignition on and turn the dial and hear a whirring. Could this still mean the motor is gone? Could it mean its detached from the flap?
If its the heater ecu any idea of costs?
